The Mount Rogers Planning District Commission and the Town of Saltville are seeking proposals from qualified firms to provide professional assistance in developing an Architectural and Engineering Report and Site plan (which will include Erosion and Sediment Control and Stormwater Management Plan) for the selected development site. The objective of this report is to identify the cost and feasibility of developing Town or Saltville IDA-owned parcels for workforce housing utilizing owner-occupied and rental Manufactured (HUD Code) duplex units. The A/E Report would focus on determining the optimal site and developing a site plan for the most feasible parcel. This would be accomplished by assessing Town and IDA-owned proprieties, identifying deficiencies, prioritizing the need for upgrades, and summarizing the cost for the components identified.
Architectural and Engineering Report shall include the following:
- Current Physical Conditions.
- Site Conditions.
- Space Utilization.
- Recommended Site Changes
- Statement of Probable Construction Cost
- Preliminary Drawings.
Site Plan including Erosion and Sediment Control Plan for the selected site:
- Site layout information including existing and proposed topography, property lines, and easements, public utilities, building footprints, driveways, parking areas, landscaped areas, and other information as relevant.
- Jurisdictional-authority-approved Erosion and Sediment Control and Stormwater Management Plan.
Interested applicants must submit three (3) copies of their proposal including a “not to exceed” cost to the address listed below by 4:00 pm. MRPDC will contact selected parties to schedule presentations during the week of May 20, 2024. Proposals will be evaluated on the following criteria:
- Relative Experience Providing Similar Services. List similar experiences and provide details.
- Availability to provide services.
- A Brief Summary of Understanding or the Service Requested.
- Work experience in supportive housing and treatment facilities.
Firms or Individuals will be ranked based on these criteria. If an agreement is satisfactory and advantageous to Mount Rogers Planning District Commission and the Town of Saltville may be entered into an award. Otherwise, negotiations may proceed with the next respectively ranked Firm or Individual and so on until a satisfactory agreement is reached.
